ABOUT

To contribute to the development of the domestic cyber security ecosystem, increase cyber security awareness and cooperation, and bring together the public, private sector, and academia, the Turkish Cyber Security Cluster has been organizing "Cyber Security Week Türkiye" events for three years under the coordination of the Defence Industries Agency of the Presidency of the Republic of Türkiye and the Digital Transformation Office of the Presidency of the Republic of Türkiye.

We have brought together more than 9000 visitors at our events so far, with many Speaker who are experts in their fields and with all our member companies operating on behalf of Domestic and National Cyber Security in Turkey. We will hold this important meeting with our member companies and many valuable public institutions this year between 30 November, 2 December 2022 at Ankara ATO Congresium Congress and Exhibition Center.

We organized the first Cyber Security Week Türkiye in 2020 to raise awareness about Cyber Security in Turkey and to develop the Domestic and National Ecosystems. In our event, which will be held for the 3rd time this year, we will discuss future trends in cyber security with the theme of "New World, New Rules: Cyber Security Beyond the Borders." The event will also host the "National Cyber Security Summit" for the 3rd time and the "International Cyber Warfare and Security Conference" for the 5th time.

Cyber Security Week Türkiye will be held for three days with speeches, panels, and special sessions with valuable academicians and representatives from our public and private sectors and global companies. At the same time, a career day will take place at the event for our valued visitors who aim for a future in cyber security

Ismail DEMIR was born in 1960, Elazığ. After he completed primary education in Ankara and Eskişehir; secondary and high school education in Eskişehir, in 1982 he graduated from Istanbul Technical University as an Aircraft Engineer. After working as a Research Assistant in Uludağ and ITU for a year, in 1985 he went to the USA for graduate and doctoral studies with MEB scholarship.

He received master’s degrees in Applied Mechanics in the University of Michigan, and in Space and Aviation in Purdue University. In 1989 he started to work in solid body mechanics, fracture mechanics and material subjects within his doctoral studies. He also worked as a Research Assistant on various topics in this department where he received the Best Graduate Researcher Award. He was also involved in researches conducted at research facilities such as Livermore and Pacific Northwest Laboratories during his doctoral studies. In 1992, he graduated from the Department of Mechanical Engineering at Washington State University with a Ph.D. In May 1992; as Postdoctoral Researcher at Canada, British Columbia and Victoria Universities, he studied on semiconductor single crystal growth.

In 1993, he started to work as an Assistant Professor in the Department of Mechanical Engineering at King Suud University in Saudi Arabia.

In 1997, he received the title of Associate Professor in Aircraft Elements and Materials at the Faculty of Aeronautics and Astronautics, İTÜ. During this time, he traveled to the USA to participate in several short-term research projects, conducting research on materials, numerical modeling, micro and mesomechanics and nanotechnology as a part-time researcher at Livermore, Northwest Pacific National Laboratories, Washington State University Materials Research Center and Mechanical Engineering.

In 2002, he started to work at the Materials Research Center of Washington State University as a researcher and worked on DARPA projects and investigated microelectromechanical systems.

In late 2003, he returned to Turkey upon the invitation of new management, began to serve as Training Director of Turkish Airlines. In April 2005, he was appointed as Senior Technical Officer (vice-CEO), in THY. During the mission, he has actively participated in the creation of sub-companies according to their areas of expertise of THY and in the process of privatizing and publicizing the majority of the shares.

In May 2006, when he was head of THY Maintenance and Repair Unit, he structured Turkish Technic as a company with its separate legal entity and became the first General Manager of Turkish Technic. At the time of carrying out this duty, he was not only creating Turkish Technic brand, but also moving the THY Technic as a worldwide maintenance and repair company, which serves companies other than THY also. As a result of these efforts, Turkish Technic quickly managed to become one of the top 10 Aircraft Maintenance and Repair Company (MRO) and succeeded in selecting the best MRO in Europe.

Until 2014, while he was serving as THY Technic’s General Manager and Deputy Chairman of the Board of Directors, he established several partnerships and served as Chairman/Member of the Board of Directors of the related companies. Those partnerships can be listed as:

An aircraft engines maintenance and repair company, Turkish Engine Center which has 150 million US dollars capital, with American Pratt & Whitney Motor Company

Goodrich Turkish Technic Service Center (GTTSC), for maintenance and repair of aircraft engine hood and adverse reaction units, with American Goodrich AeroStructures company

Aircraft engines and gas turbine maintenance and repair company TURKBINE with Zorlu Energy

Aircraft cabin equipment manufacturing company Turkish Cabin Interior TCI with TUSAŞ • Aircraft seat manufacturing company Turkish Seat Industries (TSI) with Kibar Holding

During his tenure at THY, in 2004, the HABOM Project, which started with the idea of establishing a maintenance and repair center in world class in order to provide added value to the region around Sabiha Gökçen Airport, that Turgut Özal named as the Advanced Technology Park (ITEP) in the 80s, was the first project to be successfully completed despite the various handicaps, construction and ground problems. The aviation maintenance and repair center, established by more than 300 million dollars construction cost, and by more than 100 million dollars equipment cost, which has 370 thousand square meters of indoor space, is the place that could be called as first in terms of architecture and construction techniques implementations, in Turkey and in Europe.

In the same period, he made moves such as constructing a hangar at Ankara Esenboğa Airport and incorporating two huge new hangars, where a private company had difficulty in operating, into THY Technic at Atatürk Airport. Furthermore, in terms of capability and capacity, technician training programs enabled the THY Technic to take place in the World MRO market as a brand. In 2005, when he started his duty, THY Technic started its operations as a unit of THY with annual turnover of 200 million US Dollars, 10% third party customers and 2500 employees. He left the company as with an annual turnover of 850 million US dollars, 28% third party customers, and 5000 employees.

In April 2014 he accepted the duty of the President of Defence Industries and was appointed to the President of Defence Industries with the letter numbered 28970 and dated 12-04-2014 of the Official Gazette. As President of Defence Industries, he provided the completion of many defence projects and the initiation of new projects in Turkey.

Within the scope of these studies, DEMİR, who doubled the number of projects ; continues to carry out acquisition and modernization processes, with new restructurings, and passion of uncompromising, domestic and national defense industry with the slogan "For Our Freedom and Future"

DEMİR, who has published many articles in various international journals and conferences on composite materials, fracture mechanics, theoretical and numerical elastic models and microelectromechanical issues, received his professorship title in 2013 and is married, with four children.

Dr. Ali Taha Koç was born in Ankara in 1980. After finishing his undergraduate degree in 2001 at Bilkent University, Department of Electrical and Electronics Engineering with full scholarship, he completed his master's and doctorate studies in the Department of Electrical Engineering at the University of Texas at Dallas with full scholarship. Koç joined Intel, USA in 2006 as a research and development (R&D) engineer. During his tenure at Intel, he developed 61 patents, published 23 scientific articles, and developed and managed several international projects. In 2013 Intel awarded Koç as one of the top 10 most patent inventor. After returning to Turkey in 2014. He started to work as the Chief Counselor of the Prime Ministry and in the same year he was appointed as the Head of Information Technologies of the Presidency. He also managed the formation of the State Information Coordination Center (SICC) in the Presidency Security Policies Department, and started the information flow from all ministries and security units to the Presidency. With the Presidential decree published in the Official Gazette dated 12 September 2018, he was appointed as the Head of Digital Transformation Office. In addition to his duties at the Presidency, he is also a board member for Türksat Satellite Communications Cable TV and Business Inc. Koç teaches graduate and doctorate courses at the Department of Electrical and Electronics Engineering at Bilkent University. He is also a licensed pilot, fluent in English, married and has a child.

Mustafa Murat ŞEKER was born in Kayseri, Turkey in 1968. He graduated from Electrical and Electronics Engineering Faculty of Middle-East Technical University in 1992. At the same year he began his professional career in Presidency of Defence Industries.

After having worked in many projects in the area of C4I, Radar, Electronic Warfare, Satellite Communication, Helicopter and Aircraft Modernization with the titles of Associate and Senior Associate, he was promoted as Project Manager of Radar and Satellite Project Group in 2002. With this title he managed Turkey’s first observation and reconnaissance satellite (GÖKTÜRK) programme.

In 2011 he was appointed as Head of Department of Naval Platforms and responsible for comprehensive and major Projects like National Corvette Programme (MİLGEM) and New Type Submarine Programme. In the mid of 2014 he was appointed as Head of Department of Electronic Warfare and Radar Systems. During this period he managed more than fifty projects like Early Warning Radar and Stand of Jammer Programme .

In 2015 he was appointed as Deputy Undersecratary and still he has been Vice President in charge of EW & Radar, Commucations, Electronic and Information Systems, Cyber Security & ID Systems, R&D & Technology Management.

In years 2010-2013 he served as a Member of the Board in MİKES and HEAŞ. Also he was Chairman of the Board and Member of the Board of ASELSAN Inc. in years 2013-2020. He was Chairman of the Board of HAVELSAN Inc. in 2020 and a Member of the Board in Turkish Accelerator and Radiation Laboratory in 2021 (TARLA).

Mustafa Murat ŞEKER was elected as a Member of the Board of ASELSAN Inc. at the Ordinary General Assembly Meeting held on 29 June 2021 at the same time he is still the Vice Chairman of Ankara Aerospace and Industry Zone.

He is married with two children and speaks English fluently.

Yavuz Emir Beyribey received his bachelor's degree from Başkent University Computer Engineering Department in 2003. Upon completion of his bachelor’s degree, he successfully received his master's degree from Middle East Technical University (METU) Software Management Program in 2011. He is currently studying PhD in Computer Engineering at Gazi University while maintaining his public service.

Starting his career as an engineer at the Information Technologies Department of Turkish Airlines Inc., he carried on as a Telecom Expert Assistant at the Internet Data Center of Turkish Telecommunication Corp., where he worked in many domestic and foreign joint projects as a Software Development Engineer and Project Manager.

He continued his career at the IT Directorate of the Secretariat General of the Presidency of the Republic of Türkiye as a Software Development Manager between 2008 and 2014. After 2014, he also assumed the titles of System and Network Management Acting Director and Information Security Acting Director until 2016.

Afterward, he was appointed as the Head of Information Technologies Department for the Grand National Assembly of Türkiye.

Currently, he is serving as the Vice President at the Digital Transformation Office (DTO) affiliated under the Presidency of the Republic of Türkiye. He is also representing DTO at Foreign Economic Relations Board of Türkiye (DEİK) Digital Technologies Business Council.

Christian-Marc Lifländer currently serves as the senior cyber and hybrid policy official of NATO’s International Staff. As Head of Cyber and Hybrid Policy section he is responsible for leading the development and implementation of cyber and hybrid policy across NATO. Previously, Mr Lifländer served as Policy Advisor, Deputy Head of Section and Head of Section in the NATO’s International Staff. Before joining NATO, Mr Lifländer held executive and senior advisory level positions within the Estonian Ministry of Defence, including Acting Deputy Undersecretary for Defence Policy, Director of Policy Planning, and Adviser to the Minister of Defence. Mr Lifländer also served as a Defence Counselor at the Embassy of the Republic of Estonia in the United States and as a Defence Counselor at the Delegation of the Republic of Estonia to NATO. Mr. Lifländer received a direct commission in the Estonian Defense Forces (Infantry) and has been awarded with the Estonian Defence Forces Distinguished Service Decoration as well as Distinguished Service Decorations of the Estonian Ministry of Defence Mr. Lifländer received his Bachelor of Science Degree in Engineering from the United States Military Academy, West Point. He received his Master of Arts in Security Studies from Georgetown University’s Center for Security Studies (CSS) in the Edmund A. Walsh School of Foreign Service.

Prof. Dr. Haluk GÖRGÜN was born in Istanbul in 1973. He completed his undergraduate and graduate education in Electrical Engineering Department of Yıldız Technical University and his Ph.D. in Rensselaer Polytechnic Institute in New York USA in 2003. After his Ph.D. graduation, he has engaged in scientific studies at the University of Connecticut in 2004-2005. He became an associate professor in 2008 and became a professor in 2013 at Yıldız Technical University, where he served from 2005-2008 as an assistant professor.

Prof. Dr. Haluk GÖRGÜN, who is the founder department chairman of Yıldız Technical University, Control and Automation Engineering Department, has served as the chairman of Control and Automation Engineering Department in between the years 2009-2013. During his chairmanship, he has been the founder of many postgraduate programs.

Prof. Dr. Haluk GÖRGÜN served as the Turkey Delegate of European Union 7th Framework Program Energy Field in between the years 2007-2010. Prof. Dr. Haluk GÖRGÜN, who carried his duties as a Board Member of Yıldız Technical University Technopark, BAP Coordinate, Science Application and Research Center, served as the Editor of YTU Sigma Engineering and Science Journal between 2010-2013. He also carried his duties as Yıldız Technical University Deputy Manager of the Institute of Science and Vice Rector.

Prof. Dr. Haluk GÖRGÜN was elected as the Associate Member of Turkey Academy of Sciences in 2013. Between November 2014 and April 2018, he has been served as the Rector at Gebze Technical University. He has numerous national and international articles / reports, editorial editions and projects. He was elected as the Rector of the Year in 2015, 2016, 2017 and 2018 in organizations organized by different institutions due to his pioneering contributions to university industry cooperation during his rectorate.

He served as a Member of the Board of Directors in the IT Valley. Prof. Dr. Haluk GÖRGÜN has served in many commissions and committees at TÜBİTAK and YÖK. He is the Chairman of the Board of Trustees and Board of the Gebze Technical Education and Research Foundation where he made significant contributions in establishment. Prof. Dr. Haluk GÖRGÜN’s membership in the Board of Trustees of many institutions has also been ongoing such as Basic Science Research Foundation of Turkey, Yıldız Technical University Foundation and OSTİM Technical University.

Professor Dr. Haluk GÖRGÜN was elected as a Member of the Board of Directors of ASELSAN for the first time on 15 March 2017 by a resolution of the General Assembly. He was re-elected as a Member of the Board of Directors at the ASELSAN Ordinary General Assembly Meeting held on 2 April 2018, and was appointed as the Chairman of the Board of Directors at the same day.

At the Board of Directors meeting dated 17 April 2018, Prof. Dr. Haluk GÖRGÜN was appointed as ASELSAN General Manager on 27 April 2018, in addition to his position as Chairman of the Board of Directors.

As Board Member and General Manager of STM Savunma Teknolojileri Mühendislik ve Ticaret A.Ş.(STM), Mr. Özgür GÜLERYÜZ graduated from Ankara Atatürk High School completed his undergraduate and graduate studies with scholarship at Bilkent University, Department of Electrical and Electronics Engineering in 1998. Mr. Özgür GÜLERYÜZ, successfully completed the Executive Master of Business Administration (MBA) program in Bilkent University Faculty of Business Administration in 2012 while working as a Research Assistant at Bilkent University.

Previously, Mr. Özgür GÜLERYÜZ, started to work as a Senior Systems Engineer in the R&D Department of NOKIA Mobile Phones company located in Tampere, Finland in 1998, returned to Turkey in 2003 and he continued his professional journey in the fields of communication technologies, information security and cyber security at ASELSAN.

Mr. Özgür GÜLERYÜZ held a number of senior management positions in STM since 2007 such as System Engineering Manager (mainly regarding consultancy and maritime projects) and Quality Assurance Manager, in addition to various technical and project management roles. Mr. Özgür GÜLERYÜZ, served in ASELSAN between 2014-2019 and in January 2019 he was appointed as STM’s Assistant General Manager of Engineering and Consultancy. Leading STM as General Manager since July 2020, Mr. Özgür GÜLERYÜZ has been appointed as a Board Member by the General Assembly in General Assembly Meeting dated 20 June 2022.

Currently serving as a Member of the Board of Directors and the General Manager of STM, Mr. Özgür GÜLERYÜZ has been serving as a Board Member of the Board of Directors of ASBÜ Sosyokent Teknoloji Geliştirme Bölgesi Yönetim A.Ş.; SAHA İstanbul Defense Aviation Space Clustering Association; SASAD Defense and Aerospace Industry Manufacturers Association and European Organization for Security (EOS).

Lütfi Yenel, one of the founding partners of Kron, serves as the Chairman of the Board of Kron. Previously, Yenel was Alcatel-Lucent Turkey’s Chairman and CEO and Alcatel-Lucent International’s Vice President responsible for Turkey and the Independent States countries and Middle East regions. Adnan is the Co-Founder and Chief Executive Officer of CyberWA. In the past, he served as the Chief Technical Advisor for the Global Cyber Alliance, a not-for-profit organization whose mission is to eliminate cyber risks around the globe. He was the creator of the GCA DNS initiative (now called Quad9) which is a free service to keep as many people on the Internet as safe as possible against malicious websites, phishing sites or other malicious activity ensuring that the security, privacy and performance drove the service. Quad9 systems are distributed worldwide in more than 145 locations in 88 nations.

Before taking this role, Adnan served as Vice President of Operations at the Center for Internet Security (CIS), where he oversaw all technical incident response and forensic analysis activities for CIS and for the Multi-State Information-Sharing and Analysis Center (MS-ISAC). Prior to this role, Adnan served as the Vice President of Security Services as well as the Director of the CIS Cyber Security Emergency Response Team (CERT). During his tenure at CIS, Adnan developed and led the deployment of the “Albert” sensors for the state and local government level. These sensors are designed to provide network security alerts when standard malware is detected on a network, as well as advanced persistent threats providing enhanced monitoring and rapid notifications for much of the malicious traffic at the state and local government level.

Murat Volkan Dülger, after graduated from İstanbul University Law Faculty in 2000, completed his master studies before İstanbul University Institute of Social Sciences in 2004 and received his master degree with his theses on “Information Technologies Crimes and Cyber Crimes in Turkish Criminal Law”. Dülger, completed his PhD studies before the same institute in 2010 with his theses on “Crimes and Sanctions of Money Laundering”. Lastly Dülger published his academic studies on “The Exclusionary Rule and Fruits of Poisonous Tree Doctrine” for associate professorship.

Dülger, as of 2019, works as an associate professor of Criminal and Criminal Procedural Law in İstanbul Aydin University Faculty of Law. Dulger continues his practice with a special focus on Criminal Law, Criminal Procedure Law, Human Rights Law, Information Technologies Law and Data Protection Law.

Murat Volkan Dülger is still a member and the former head of the Istanbul Bar IT Law Committee which he has been a member and vice president for many years.

Dülger, took a part as a European Council expert in the “Council of Europe, Ministry of Justice, High Council of Judges and Prosecutors and Justice Academy of Turkey” joint project called “Joint Project of Improving Turkish Criminal Justice System’s Effectiveness” and made contribution to the “Cyber Crimes, Investigation and Prosecution” chapter and wrote a “Practical Guide” on this subject. In addition to this, he took a part as an expert in the “Information Society Strategy” study carried out by the Ministry of Development Information Society Department, he also takes part in the “Working Group of Information Technologies and Telecommunication” which is established within “Turkish Industrialists’ and Businessmen’s Association (TÜSİAD)” and he was the president of the sub-group of “Information Technologies Law”. Dulger also took part in various committees for preparing a law and law amendment established by Ministry of Justice Directorate General For Laws.

Dülger gives lectures in İstanbul Bar Criminal Procedural Law Seminars and he gives lectures in Istanbul Bar Internship Training Center. Additionally, he attends various education and certification programs, conferences and seminars as a lecturer.

Murat Volkan Dülger is honored with the prize in Kapani-Savcı Human Rights Study Contest with his article “Freedom of Speech in European Convention on Human Rights” by Aybay Law Researches Foundation, in 2002.

Dülger has numerous articles published in various journals and dedications on criminal law, criminal procedure law, information technologies law, cyber law and human rights law. He also published siz books named “Criminal Law General Provisions”, “Personal Data Protection Law”, “The Exclusionary Rule and Fruits of Poisonous Tree Doctrine”, “Cyber Crimes and Internet Telecommunication Law”, “Cybercrimes, Investigations and Trials for Cybercrimes and Internet Telecommunication Law”, “Crimes and Sanctions of Money Laundering” and “Cyber Crimes”. He is also the co-author of the report of “Evaluation of the prevention of internet access from the view of various law disciplines” published by TÜSİAD.
